Shiromani Akali Dal (Amritsar) Resolutions at 2006 Hola Mahalla

Anandpur Sahib, Punjab (KP) – The following resolutions were passed by the  the Shiromani Akali Dal (Amritsar)  on the occasion of Hola Mahalla at on March 14 of 2006:

The Shiromani Akali Dal (Amritsar) believes in liberty, freedom, democracy, social and political justice and economic amelioration for the minorities, the Dalits and tribals of South Asia.

Therefore, we seek the right of self-determination under the UN charter signed by India and amenable to it by virtue of Article 51 of its constitution for the Sikhs, Kashmiris, Nagas and Assamese.

The Shiromani Akali Dal (Amritsar) appeals to India to repeal all draconian laws like the Disturbed Areas Act and the Special Forces Armed Act, through which the Indian armed forces have extraordinary powers to violate basic human rights practices and have a licence to kill minorities. We demand that the National Human Rights Commission be empowered by the Parliament to probe crimes committed by India’s armed and paramilitary forces. The National Minority Commission must similarly be empowered to investigate and punish acts of genocide, ethnic cleansing, rapes and mass murders of India’s minorities.

The Shiromani Akali Dal (Amritsar) condemns the mass forced exodus of Sikh farmers in Uttranchal and Barnala’s three villages Fatehgarh Channa, Dhoala(ancestral village of Tamil Nadu Governor Surjit Singh Barnala) and Sangera. These criminal acts committed by the Union Congress government and Congress state governments of Uttranchal and the Panjab have not been condemned by Badalites, BJP, CPI, CPM and Kisan Unions headed by Lakhowal and Mann. The question is where will these evicted Sikh farmers purchase alternative farmlands? Sikhs are barred as per law to buy farmlands in Rajasthan, Himachal Pardesh and Jammu and Kashmir. What is the message from Uttranchal? That there too Sikh farmers will become the victims of India’s policy of ethnic cleansing of its minorities.

The Shiromani Akali Dal (Amritsar) strongly condemns America’s aid to India of nuclear technology as India has not signed the NPT. It will become a worse bully towards its regional neighbours and with the nuclear deterrent in place, its vast 14 lakh army has been freed to commit more violence and atrocities on its minorities. We appeal to the American Congress and NSG to thwart the Bush administration’s designs to give nuclear technology and fuel to India.

No Punjab Government, the previous Badalites and now the Congress has drawn out a plan as to how to provide 24 hours nonstop electricity to every home and farmer in Panjab. We demand that the present Punjab government come out with a policy.

The Shiromani Akali Dal (Amritsar) condemns the Badalites with 43 MLA’s in the State Assembly and 10 members in the Union parliament, who have not raised their voices against the corrupt, autocratic governments of the Congress in the Centre and the State. All they have done is to boycott, walkout, absentee themselves and vote for anti Sikh, minority and Dalit legistations mooted by the right wing Hindutva party the BJP. Our party will not allow Advani’s Hindutva Rath Yatra to enter the Punjab and disturb communal harmony.

Industry in the Punjab must be made responsible, through legislation, to employ only Punjabi labour, install plants that stop pollution, not steal electricity and sales tax revenue. The Government, in league with industry, must not acquire agricultural land at dirt cheap prices. Industry must negotiate directly with the seller for land acquisition. By employing cheap labour from Bihar, Orrisa and Madhya Pardesh. Industry in connivance with the Punjab government is changing the demography of the Punjab, where the Punjabi will become a minority in his own state. We have 30 lakh of unemployed youth in Punjab. We want immediate steps by the government to give them employment.

The Prime Minister and Union Cabinet Secretary must enquire why Punjab Chief Minister has been allowed to supersede numerous IAS and IPS officers to appoint the current Chief Secretary and DGP. This step of the CM, without the approval of his cabinet, has totally demoralized the officers of both the cadres. As a result, there is a total collapse of the administration. Educational institutions, the public health system, roads and communications have virtually failed. Lawlessness and chaos may soon lead to anarchy if the decline is not checked. The demoralized IAS and IPS cadres are not performing their duties. The revelations of mass killings of Sikhs by DGP Virk must be probed.

Disappearances and extra judicial murders of Sikh youths must be probed by the CBI. Amnesty International and Asia Watch must be allowed to visit the Punjab.

Dalits, the underprivileged and widows must be given enhanced monthly pensions as per the price index. Farmers produce must also be linked with the price index and their debt burden be scrapped. All irrigation dams and channels must be completed within a year. For the incoming wheat crop we demand a price of Rs. 1000/- a quintal.

Our party demands the opening up of the Wagah, Dera Baba Nanak and Harike borders with Pakistan for pilgrimage and commerce speedily within a stipulated time period. Central Asia relations for trade and oil with the Punjab must be opened. Airports meeting international standards must be completed swifty. Haj pilgrimage for Muslims of Jammu and Kashmir, Punjab and Himachal Pradesh must commence from Amritsar airport.

Our party wants to know why no cases of corruption have been registered by the Vigilance Bureau against BJP ministers in the last Badal ministry.

Our party wants a CBI enquiry into the Ahmadabad sex scandal by Punjab ministers in the present Congress Government.

We also want a probe into the death of two farmers caused by food poisoning by serving chickens infected with Bird Flue at the party given by Mrs. Rajinder Kaur Bhattal, Deputy Chief Minster to her guests at Lehra Gaga, where, besides, two killed hundreds fell sick. Why was this hushed up?

Our party questions the wasteful expenditure on Japanese and Korean cars for Punjab’s Ministers, the Rs. 4 crore spent on the CM’s office, which he never attends and other frivolous expenditures when Congress President Sonia Gandhi at Hyderabad claims that her party’s governments are ‘Aam Aadmi di Sarkar’! [people’s government]

During the present Congress government regime, the forest cover of the Punjab has been depleted drastically. The CM has given forestlands in Ropar to his Doon School cronies to create fun resorts while Swaraj Mazda Industry has encroached on massive forest reserves and Japanese Forest Aid has been embezzled.

The panacea for all misgovernment is constitutional intervention by the Governor, the High and Supreme Courts and other instruments of the constitution. The border districts, Ferozepore, Amritsar and Gurdaspore besides the submontaineous Kandi area have been totally neglected by the present government. The standard and quality of life of these residents and inhabitants is pitiful, almost equaling Bihar and Orissa. We want immediate upliftment of the people of these areas.

Dr. Jagjit Singh Chauhan has always waged all struggles for a separate Sikh state peacefully. He is a heart and diabetes patient and over 85 years in age. To throw this Sikh statesman in prison, with no proof illustrates the highhandedness of a brutal Indian state. If he dies in prison, the Congress government at the Centre and the state will be responsible. In his death he’ll become the first Sikh martyr for the creation of an independent, sovereign Sikh state, one who died waging a peaceful and non-violent struggle.

Our party welcomes the visit of H.R.H. Prince of Wales to the Punjab. He must become a guest of the state and not a personal guest of Capt. Amarinder Singh, in whom the Sikh masses have
lost faith due to his brutality on the Sikhs and their leadership.
