We are writing with references to certain representations of Scheduled Castes and Scheduled Tribes in recent editions of the Times of India and Mumbai Mirror.
The first item is a cartoon by R K Laxman, reprinted from the archives in the Times of India edition of April 28, 2006. It depicts a new Scheduled Tribe officer appointed under the job reservation scheme as vulgar and crude and attempts to rob the person of basic human dignity. The new officer is presented as someone primitive, completely ignorant and oblivious of even basic office etiquette. We believe that such pouring of contempt and sarcasm at other less fortunate Indian citizens must be resisted in no uncertain terms.
The second item is a short write-up by one Mr.Rohyt published in the Mumbai Mirror edition of May 2, 2006. (“Shoaib can’t bowl too fast to the quota boys!”, page no.12)) The entire write-up pokes fun at the (alleged) lack of abilities of persons belonging to ‘reserved’ castes. Both the items portray persons from these castes in poorer light, are demeaning and humiliating, and as such violate the following clause of The Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989:
(Chapter II, Section 3, Clause (x): intentionally insults or intimidates with intent to humiliate a member of a Scheduled Caste or a Scheduled Tribe in any place within public view)
We believe that such pouring of contempt, sarcasm, and humiliation at other less fortunate Indian citizens must be resisted in no uncertain terms. The Indian Constitution advocates an adherence to the basic ideas of equality and hence it is incumbent that opinion makers in the media lend their support in this basic endeavour rather than support and perpetuate discrimination and inequality. Such items (as mentioned above) are beyond all norms of basic decency and journalistic ethics and need to be condemned strongly. We strongly urge that appropriate legal action be initiated against the persons responsible for the actions outlined above.
