" Dec 16, 2005. An email threat to bomb Indian Parliament led to an unprecedented evacuation of some 4,000 people including MPs from the building, but the highest seat of Indian democracy was back in action after three hours of near panic.Sent from [email protected] the email said US consulates had been targeted along with Parliament."
This news item shows us that terror threat warnings in our country become a publicity tool. It is a method of keeping terrorism in people's minds and help governments to make draconian laws. Deaths by terrorist attacks in our soil are lower compared to accidental deaths or starvation deaths in tribal areas. For eg, On October 31, 2005, India was struck by two tragedies. Three bombs blasted in Delhi, killing at least 60 people and a train derailed south of Hyderabad, caused the death of 113.
People will move on to other concerns but the topic stays in the news if it with a muslim source of terror. In the latest event, the free email ID is definitely having a muslim heritage, INSHA ALLAH, which means, "If the god wills". Is it that simple enough? No, it makes major impacts on defense purchases and governmental policy making.
During NDA rule, a clueless parliament attack, helped hindutva fascists to pass a draconian law, called POTA which was widely used to abuse Muslims. Self styled terrorism experts like, Mr. B. Raman and Ajay Sahni will write tons of articles on Islamic Jehad to expedite this process. America's notorious Rand Corporation, can support more research organizations in India by using the skills of our former security officials and propaganda merchants posing as "Terrorism Experts". But, the recent report on 'religious conflicts' by RAND Corporation has definitely brought a fresh spate of bad news for the beleagured RSS which is passing through one of its worst crisis since its inception. Ruthlessly tearing apart its well cultivated and projected image that it is a 'cultural organisation' the said report virtually equates it with Al Queda and some other outfits, terming them "new religious movements (NRMs) that have also emerged as sources of violence.
The RAND Corporation gets 75% of its funding from the United States government (it was originally a branch of the US Air Force). Other donors include Donald Rumsfeld, ExxonMobil, and Lockheed Martin. Among their Board of Trustees is James Q. Wilson, who has also called for a reformed, version of Islam. Frank Carlucci is the co-chair of RAND’s Center for Middle East Public Policy, a RAND trustee, former Reagan Secretary of Defense, and current Carlyle Group Chairman Emeritus. Everyone who seen Michael Moore’s anti-Bush screed Fahrenheit 9/11 knows that the Carlyle Group is a private investment fund group, one of the largest defense contractors in the world, and has, in the past and present, counted among its advisors men like George H.W. Bush, John Major, and James Baker III
Since UPA's election, and fall of BJP, the Hindutva fascist strategy has a new shift, it is to please globalization organizations like Rand Corporation than to live with the old "Swadeshi Mantra." With the help of Neo-Con – Zionist alliance, hindutva think tanks were succesfull in getting the veteran Non Aligned Movement ideologist, Mr. Natvar Singh out of India's foreign ministry. Behind the scene, Hindutva think tanks effectively controle our foreign policy using pro – hindutva entities like South Asia Analysis Group (www.saag.org, a hindutva version of the zionist controlled, MEMRI.ORG) and a couple of Research Institutes and web portals.
Interestingly, 10 years back, a Rand Corporation researcher, David Ronfeldt, warned Americans about the cyberwar from the left. Through computer and communication networks, especially via the worldwide Internet, grassroots campaigns have flourished, and government elites have taken notice. Ronfeldt emphasises that "some of the heaviest users of the new communications networks and technologies are progressive, center-left, and social activists … (who work on) human rights, peace, environmental, consumer, labor, immigration, racial and gender-based issues." Social activists are on the cutting edge of the new and powerful "network" system of organizing.
A study that covered the second half of the year 2002 showed that the most dangerous nation for originating malicious cyber attacks is the United States with 35.4% of the cases down from 40% for the first half of the same year. South Korea came next with 12.8% , followed by China 6.2% then Germany 6.7% then France 4% . The UK came number 9 with 2.2%. According to the same study, Israel was the most active country in terms of number of cyber attacks related to the number of internet users.
The Zionist alliance of Hindutva effectively help sanghparivar fascists to counter social activists from India. Today, plenty of blogs and web portals propogate Hindutva fascism as "Patriotism" like Zionism sheltered as "Semitism". Like Zionists, one of the tools in the Hindutva propaganda armoury is the loaded term "Anti – Indian", which is being thrown around with wild abandon these days, used to label anyone who doesn't agree with their fascist political agenda.
Interestingly, Zionist – Hindutva network has grown up to an active part of India's social and business circles. In 2003, Madhavan. D. Nalapat, (son of Kamala Das, the famous writer, who embraced Islam later and better known as Kamala Suraiya now) attended the spring board meeting of The Jewish Institute for National Security Affairs (JINSA). Trade relations between India and Israel have grown significantly from less than $200 million a decade ago to $2 billion last year. The trade between the two countries is growing at more than 30 per cent. In Nov, 2005, Israel Aircraft Industries announced that it was selling India 50 aerial drones for $220 million. In February, the Indian Finance Minister announced an 8 percent increase in the defense budget, bringing the total to $19 billion, causing much interest to Hindutva's lobbying groups at Defence ministry.
During Hindutva's rule in Delhi, India ranked 11th in the list of major spenders on defence, spending US $12.9 billion, ahead of Russia at $11.4 billion. The amount we spent on defence was 14% of our budget, but if we exclude the compulsory parts (paying off debts), then 44% of the discretionary spending was on defence! That made India's world ranking in the United Nations Development Program's Human Development Index (HDI) to 124 out of 174 which comes closely with many poorest African countries!
All governments have been extremely antagonistic to the effective use of information by activists or free press, especially from the political left which reveals scandals and kick backs in governmental deals. In the aftermath of Tehleka revealed scandal, "Operation West-End" the Hindutva fascist led NDA government "unleashed" the revenue, the enforcement directorate and the intelligence bureau, on Tehelka's office in suburban south Delhi. They did not find anything. Frustrated, the officials started tearing apart the website's investors. Tehelka's financial backer, Shanker Sharma, was thrown in jail without charge!
Samuel Huntington, the neo con think tank writes in " The Crisis of Democracy" (1975) "Some of the problems of governance in the United States today stem from an excess of democracy … Needed, instead, is a greater degree of moderation of democracy." Huntington maintained that "the effective operation of a democratic political system usually requires some measure of apathy and non-involvement on the part of some individuals and groups … this marginality on the part of some groups is inherently undemocratic but it is also one of the factors which has enabled democracy
to function effectively." In other words, major U.S. policy makers feel democracies are acceptable if they are limited and not very democratic. To stop "excess of democracy," Huntington argued that limits should exist on the media. "There is also the need to assure government the right to withhold information at the source … Journalists should develop their own standards of professionalism and create mechanisms, such as press councils, for enforcing these standards on themselves. The alternative could well be regulation by government."
CPI (M) is celebrating the anti hindutva alliance's rise to power; but a great many others are worried about the political direction the country has taken-on matters of war and peace, on the future of respect for liberty and diversity, and on prospects for equitable and sustainable development in India. To keep their allegiance to Common Minimum Programme, UPA must avoid the technocratic, bureaucratic and managerial solutions that come so easy through research institutes funded by foreign institutions. Building participatory democracy that gives people the power to make decisions that affect the key areas of their life can unleash the tremendous strength, initiative and creativity that will drive a social economy.
In the economical front, India, China and Brazil are guiding the process of development through a balancing of the market and state in accordance to their own specific needs, not those of the IMF or Washington neo-liberals. This is beginning to have a global impact as it develops an alternative globalization with leadership coming from the South. The big economies of Brazil, China and India also provide the political space, economic relationships and cultural networks for mid-size and smaller countries, so that Argentina, Venezuela, Mexico, Colombia, South Africa, Thailand, Viet-Nam, Malaysia and others can join together and build a counter-hegemony to unilateralism, domination and inequality. Hindutva and their Military think tanks are not happy with such a third world alliance.
Hindutva government had spent less (in real per capita terms) on productive investment for infrastructure and economic growth, than any government in independent India. Their tenure has been associated with lower rates of growth of industrial production and economic activity generally, than the preceding period. Rapid growth that occurred in certain sectors like telecom and IT-enabled services helped only few of the upper caste circles. Knowledge must be shared. Hindutva's social order limits knowledge among upper caste hindus by denying access to technology for backward classes. It has the effect of curtailing economic development of India. It deprives millions of people the necessary tools for entrepreneurship and advancement. Afterall, Albert Einstein didn't patent E=MC2. If only a handful of people know "2+2 equals 4" the concept it almost useless, but if millions understand the basics of mathematics then it becomes operable, useful and dynamic. Hindutva's caste based social economy so far created an insecure, less educated, less healthy and political angry population in India. It made our society less competitive. According to the Food and Agriculture Organisation (FAO), of UN India alone accounts for over 400 million poor and hungry people.
Hindutva fascists need Indian muslims being demonised and persecuted by security officials and rewrite our history to suit hindutva goals. As Indians, we were optimists even after the last Delhi blasts, which was visible from the attitude of public, during the last Diwali and Eid holidays. It's quite another thing to tell people to be on alert, but not to alter their plans. I still remeber that media was highlighting the news "The blast occured just before Hindu festival, Diwali" while ignoring the fact the Muslim festival, Eid will be celebrated on the next day! Fortunately, Indians ignored such divisions or conclusions of media because they are united to live in peace and harmony by rejecting all forms of terrorism.
By commenting on a mysterious attack on Babri Masid site, Bharath-Rakshak.com, a hindutva controlled website (It bluntly claims itself as The consortium of Indian Military Websites!) wrote :
"The heinous terrorist act at the Ayodhya temple complex casts a dark shadow over the India-Pakistan peace process. If it were not for the presence of mind and courage shown by the security officers deployed at the site, an extremely dangerous and escalatory situation would have most certainly resulted. The editorial team would like to congratulate and thank the brave men and women of the Central Reserve Police Force and the Uttar Pradesh Provincial Armed Constabulary for their efforts. ".
Hindutva fascists, cleverly used this mysterious incident to rewrite hindutva's historical goals by terming it as " heinous terrorist act at the Ayodhya temple complex". In media, the attack effectively replaced the ownership of Babri Masjid site from Muslims to Hindutva fascists. In fact, Hindutva think tanks want people to forget about the real terrorist attack held on Babri Masjid. On 6th December 1992, Babri Masjid, a place of Muslim Worship and a monument of history destroyed brick by brick in front of security officials by 300,000 holy men of BJP, VHP, and RSS. But Police do not intervene and no one is yet jailed for this masss terrorist attack.
Since the September 11th attacks, American Republicans have made "tough on terror" the centerpiece of their reelection strategies. Study after study has shown that Americans who are worried about terrorism are more likely to vote Republican. In 2002, Karl Rove specifically told Republican legislators to run on that platform, and strength in the face of the terrorist threat is the basis of Bush's reelection campaign. For that strategy to work, people need to be reminded constantly about the terrorist threat and how the current government is keeping them safe. But in April 2003, the FBI disrupted a major terrorist plot in America, arresting William Krar and seizing automatic weapons, pipe bombs, bombs disguised as briefcases, and at least one cyanide bomb – an actual chemical weapon. But because Krar was a member of a white supremacist group and not Muslim, Ashcroft didn't hold a press conference, Tom Ridge didn't announce how secure the homeland was, and Bush never mentioned it.
Fighting terrorism is difficult, and it's not something that should be played for political gain. Countries that have been dealing with terrorism for decades have realized that much of the real work happens outside of public view, and that often the most important victories are the most secret. The elected officials of these countries take the time to explain this to their citizens, who in return have a realistic view of what the government can and can't do to keep them safe. By making terrorism the centerpiece of re election campaign, hindutva fascists play a very dangerous game. There's another downside to incessant threat warnings, one that happens when everyone realizes that they have been abused for political purposes. Call it the "Boy Who Cried Wolf" problem. After too many false alarms, the public will become inured to them. Already this has happened. Many MPs ignored this e-mail threat warning, many even ridiculed the security officials in front of visual media. Many including senior ministers stayed back – and remained talking to journalists trying to calm down everyone.
News reports says "opposition leaders LK Advani and Jaswant Singh declined to leave the building, but Home Minister Shivraj Patil persuaded them to do so for the sake of larger security reasons". Please, Don't ask me "Why"?. Intelligence Officials are making many people needlessly fearful. They're attracting the ridicule of others, both parilamentarians and public. And they're distracting themselves from the serious bu
siness of actually keeping India's Parliament safe.
A terror alert that instills a vague feeling of dread or panic echoes the very tactics of the terrorists. There are essentially two ways to terrorize people. The first is to do something spectacularly horrible, like flying airplanes into skyscrapers and killing thousands (9/11) or killing thousands of Gujarati muslims (2002) with petrol bombs, guns, knives, swords and tridents. The second is to keep people living in fear with the threat of doing something horrible. Decades ago, that was one of the IRA's major aims. Inadvertently, the Indian fascists is achieving the same thing in India. Ashok Singhal, a leader of the VHP (Vishva Hindu Parishad) openly declared that the Gujarat genocide was “a matter of pride.” For him, as for all fundamentalists worldwide: "Gujarat has shown the way and our journey of victory will begin and end on the same path."
A terrorist alert that instills a vague feeling of dread or panic, without giving people anything to do in response, is ineffective. Indeed, it inspires terror itself. If these alerts are so vague and so frequent from Intelligence Officials, the people will ignore even the real threats. Threat warnings can be a potent tool in the fight against terrorism, when there is a specific threat at a specific moment. There are times when people need to act, and act quickly, in order to increase security. But Indian Intelligence officials shows us this as a tool that can easily be abused, and when it's abused it loses its effectiveness.
