Nahan: The Nahan central jail in Himachal has again touched the highest level of prisoners. According to sources the strength of prisoners has been reached to 370 against the capacity of 218 which was earlier recorded in September 2007. Sources said that if the situation remained continued than this strength can even reach to 400. As per as the information five prisoners were on the parole if this strength is also being counted than this one of the oldest central jail has set a new record as far as the strength was concerned.
Unfortunately the construction of the additional jail complex building was yet to be completed. Sources said that the HIMUDA had started this construction more than three years back for the capacity of 128 prisoners but due to the slow progress of the HIMUDA (Himachal Urban development authority) the jail department was facing challenge to keep more than 350 prisoners in the central jail. Sources said that so far HIMUDA have not issue any notice to contractor but jail department was raising the issue repeatedly with the concerned authorities.
Sources also revealed that some time the jail department has to provide separate barrack in case of special prisoner to prevent the escape and attacks on him despite the short space. Sources added that though the department was also trying to release the under trail inmates involved in minor crimes with the quick legal proceedings but there should be capacity of 400 prisoners in this central jail. As per as the information the strength of the inmates was recorded 372 on 1st September this year which was almost equal to the strength in September 2007. According to sources about 25 security personals remains deployed in the security for these inmates, however jail have strength about 81 security personals. Sources also said that the issue of overcrowding was brought in the notice of concerned authorities several time but no serious steps were taken which has made the situation worst in the central model jail.
When contacted, Executive Engineer of HIMUDA H.R. Bhatia admitted that there was a delay in the completion of the jail building but added that this building would be completed on or before 31st December at any cost. He said that after looking the record only than he can comment why the action against the contractor was not taken so far in the delay in construction. On the other Jail superintendent Prem Singh Verma said that though the strength has been increased but situation was under control. He said that the issue of non completion of building was taken up with the higher authorties.
